Learning & programme design

Programme Design Consultantin Cape Town

Mishqah Gous helps organisations, NPOs, funders, CSI teams and development partners design learning, skills and community programmes around real participant needs. She works as a programme design consultant in Cape Town, rooted in the Cape Flats, with more than ten years across learning design, facilitation, programme implementation and community impact.

In short

A programme design consultant helps turn an intended outcome into a practical programme that people can enter, understand, experience and use. The work can cover the participant journey, learning outcomes, curriculum, facilitator support, onboarding, opportunity pathways and feedback.

The starting point

What does a programmedesign consultant do?

A strong programme is more than a good idea, a training schedule or a set of learning materials. It connects the people it is meant to serve with clear outcomes, useful learning, realistic delivery and practical next steps.

That can include defining the participant journey, clarifying learning outcomes, shaping programme structure, creating curriculum and activities, planning facilitator support, thinking through recruitment and onboarding, connecting learning to opportunity and building feedback into delivery.

For Mishqah, learning programme design starts with a simple principle. Understand before you design. The first question is not only what should be taught. It is also who the people are, what they are experiencing now and what needs to become possible afterwards.

Scope

Programme design services

  • 01

    Participant and community insight

Understand participant context, barriers, access, confidence, existing strengths and practical constraints before designing the intervention.

  • 02

    Programme architecture

Translate goals into a clear programme structure with stages, responsibilities, participant touchpoints and a realistic delivery pathway.

  • 03

    Learning outcomes and journeys

Define what participants should understand, practise or be able to do and design a journey that builds towards those outcomes.

  • 04

    Curriculum and learning resources

Develop or strengthen modules, activities, workbooks, presentations, facilitator guides and practical learning resources.

  • 05

    Recruitment and onboarding design

Plan how participants hear about the programme, apply, understand expectations and enter the learning journey with clarity.

  • 06

    Facilitator readiness

Prepare facilitators with context, resources, session guidance and delivery support so that quality does not depend on one person.

  • 07

    Opportunity pathways

Look beyond attendance and certificates by connecting learning to employment, enterprise, further learning or other realistic next steps.

  • 08

    Feedback and improvement

Build practical feedback loops into the programme so participant experience and delivery lessons inform future decisions.

  • 09

    Playbooks and responsible scale

Document programme knowledge, delivery processes and resources so successful approaches can be repeated without losing their purpose.

The sequence is not a rigid formula. It is a way to keep people, delivery and outcomes connected. Some organisations may need a complete design process. Others may need help with one weak point, such as participant onboarding, facilitator preparation, learning resources or programme documentation.

Evidence

Programme design groundedin real delivery

Mishqah's approach has been shaped by working inside programmes from multiple positions, including learner, practitioner, courseware designer, team lead, programme leader, Recruitment & Training Lead and consultant.

Her programme experience includes work connected to RLabsU / DLab, Sanlam Blue Ladder Schools and ReCha. Across these contexts her contribution has included courseware development, facilitator preparation, participant recruitment, onboarding, training, workshops, learning resources, programme logistics, playbooks and operational delivery.

ReCha provides one of the clearest examples of delivery depth. More than 1,690 people aged approximately 18 to 60 were supported through ReCha training and development from February 2024 to May 2026. Mishqah's contribution included recruitment, onboarding, training, business masterclasses, support sessions, stakeholder engagement, financial literacy learning and operational programme support.

Local context

Programme design in Cape Townand South African communities

Good programme design cannot treat local context as decoration. Access to devices, transport, language, confidence, family responsibilities, community dynamics, facilitator capability and the opportunities available after training can all influence whether a programme works in practice.

Mishqah's experience includes work across Cape Town and communities such as Mitchells Plain, Bonteheuwel, Khayelitsha, Gugulethu, Hanover Park, Manenberg, Athlone, Heideveld, Atlantis, Strandfontein, Blue Downs, Rylands and Delft, with wider programme experience across South Africa.

The purpose of naming these places is not to create a list of search locations. It is to show that the design approach has been shaped close to real communities and real delivery conditions.

Deliverables

Typical programme design deliverables

  • Programme design or redesign framework
  • Participant journey
  • Learning outcomes
  • Curriculum structure

  • Recruitment and onboarding flow
  • Programme implementation plan
  • Stakeholder roles
